Last week Stafford Economic Development and the City of St. John entered into a Letter of Intent with White’s Foodliner to establish a grocery store in St. John.
Stafford County Economic Development Director Carolyn Dunn explained that a Letter of Intent is a document outlining one or more agreements between two parties before the agreements are finalized. This step is significant in acquiring financing and collecting bids for construction.

Under the agreement, White’s Foodliner will rent the facility and operate a grocery store in a building locally owned by Stafford County Economic Development. A pharmacy is planned to be co-located but owned and operated separately. The new facility will also offer fuel sales as another way to attract traffic to the store.
White’s Foodline is a family-owned and managed business that started in 1953 by Joe and Frances White in Coldwater. The company is owned by Pat White and his wife Tonya. Other White’s Foodliner locations include Kingman, Medicine Lodge, Phillipsburg, and Pawnee, Oklahoma.
